Brasília – The Senate’s Social Affairs Committee (CAS) approved on November 26 the draft bill PL 126/2025, which establishes national guidelines for research, production, regulation and access to new technologies for cancer treatment. The proposal — authored by Senator Dra. Eudócia and approved in a substitute version presented by Senator Flávio Arns — covers vaccines, high-cost medicines, advanced therapies and innovative diagnostic and treatment procedures. The measure now proceeds to the Câmara dos Deputados.

The bill seeks to strengthen domestic technological capacity and reduce dependence on imported oncology products by encouraging national production, technology transfer and international cooperation. It also provides incentives for research and development, including the use of resources from the National Fund for Scientific and Technological Development (FNDCT), and outlines pathways to speed incorporation of innovative therapies in the Unified Health System (SUS). Supporters argue that the initiative may modernize Brazil’s cancer-care strategy and expand access to cutting-edge treatments.
