Brasília – The National Regulatory Agency for Private Health Insurance and Plans (Agência Nacional de Saúde Suplementar – ANS) approved a new regulatory framework for self-managed health plan operators with the publication of Normative Resolution No. 649/2025. The rule, released on November 25, modernizes requirements for entities that operate non-profit health plans for employees, retirees and dependents linked to companies or institutions. The resolution takes effect on July 1, 2026, giving operators time to update their statutes and internal processes.
The new framework establishes clearer governance rules, including mandatory corporate bodies and defined responsibilities for administrators. It also revises eligibility criteria for beneficiaries and sponsors, improves transparency obligations and strengthens financial oversight mechanisms. According to ANS, the updated regulation aims to correct outdated provisions, reinforce accountability and ensure the long-term sustainability of self-managed plans, which serve a population with a higher proportion of older and retired members.
