Brasília – The Federal Court of Auditors (TCU) determined that the Ministry of Health must correct significant failures in the monitoring of construction and renovation works funded through the federal program to resume unfinished health facilities. The finding was published after an audit of 23 primary-care units (UBS) across seven states, which revealed errors such as incorrect addresses, duplicated financing of existing structures, inconsistencies between committed and paid amounts, and inaccurate completion dates in official databases.

The TCU recommended integrating monitoring platforms with federal financial-management systems to improve data consistency and transparency. It also suggested the adoption of QR codes on construction site signboards to allow citizens to track project status and report irregularities, strengthening social oversight. According to the Court, unresolved flaws may compromise the effectiveness of federal investments and hinder access to essential primary-care services.
