Brasília – Congress is advancing a government-backed proposal to broaden legal protections and social rights for people living with type 1 diabetes. The bill (PL 5868/2025) recognizes the condition as a long-term disability when functional limitations are present and guarantees access to medicines, monitoring supplies, insulin delivery technologies and support services across health, education and employment settings.

The proposal establishes rights such as regular glucose monitoring, breaks for insulin administration at school and work, adapted meals, psychological support and protection against discrimination. It also authorizes the inclusion of health information on the National Identity Card to facilitate emergency care. Lawmakers argue that the measure responds to the needs of an estimated 600,000 Brazilians living with type 1 diabetes, ensuring legal clarity and equal treatment.
